The Utah Stormwater Coalition is dedicated to streamlining the stormwater permitting and compliance processes across the state to make it easier for owners, operators, and municipalities to work together to meet the regulations and keep our water clean.

We advocate on behalf of owners and operators to promote uniformity in stormwater requirements throughout Utah. You should know what to expect and how to meet the regulatory standards no matter where you operate.


What are the Construction Regulations?
New Utah Codes were enacted in 2025 to ensure uniformity and standardization of construction stormwater compliance regulations across the state.

UC 19-5-105 limits the ability of municipalities to make and enforce requirements beyond the state statutes.

UC 19-5-108.3 standardizes how municipalities implement and enforce the state requirements.

​UTRC00000 UPDES Construction General Permit regulates stormwater discharges from construction projects in Utah that disturb over 1 acre of land or under 1 acre that are part of a larger common plan of development.

UTRH00000 UPDES Common Plan Permit regulates stormwater discharges from single lot residential construction projects that disturb under 1 acre of land and are part of a larger common plan of development.
​
UTG070000 General Permit for Construction Dewatering or Hydrostatic Testing regulates dewatering discharges from construction projects in Utah.
